Process Explorer can be obtained from 
http://www.sysinternals.com/ntw2k/freeware/procexp.shtml

You run it and then use the search to search for part of the file name. 
Note that there are two different searches: "Handle or type substring" 
and "DLL substring". This is controlled by a button on the toolbar. 
Search both ways. You should find the process that has the file open. 
You might need to search for the directory name also.
