Looks like we could use another FAQ update to encompass this information
about 'ntea' and FAT32.

Yep.  Microsoft KnowledgeBase seems to indicate that CYGWIN=ntea won't
work on FAT32.

Sorry about the erroneous info.  I guess that means there's currently
no way to handle posix-style permissions on a FAT32 volume.
