Dmitriy,

Looks like your /etc/passwd is not up to date (and probably /etc/group as
well).  Is your user a domain user by any chance?  If so, read
<http://cygwin.com/cygwin-ug-net/using-utils.html#MKPASSWD> for the usage
of the -d option.
