<pedantic>The applications (through wsock32.dll) look for it in the
standard Windows place, which is %SYSTEMROOT%\system32\drivers\etc\ on
WinNT/2k/XP and %WINDIR%\ on Win9x.  The symlink is for the
users.</pedantic>
