On Cygwin, the installer is called (surprise, surprise) "setup.exe".  It
can also be used to update packages once Cygwin is installed.  Go to the
main Cygwin page at <http://cygwin.com/> and follow the "Install Cygwin
Now" link.  If you need instructions on how to use setup.exe, there is a
very nice chapter recently added to the User's Guide at
<http://cygwin.com/cygwin-ug-net/setup-net.html>.
