make CFLAGS_FOR_TARGET=-g CFLAGS=-g

worked for me.
Although files under newlib are still compiled with O2 flag.

Either that or just build in the cygwin directory and forego all of
the overhead of building from the top level.

Or maybe you could write a SNOBOL program to do this.  Yeah, that's
the ticket.
