Note there is a similar issue with TOGL the TK OpenGL Widget

I can submit a TOGL package and a Python OpenGL package
  < which depends on TOGL and Tkinter > 
if and when there is an approved method of working around the 
TCL / TK header issue

I will gladly help with any Cygwin TCL / TK issues in any way I can
short of becoming the 'official' maintainer for which I do not feel
qualified given their critical role with respect to 'Insight' and 'gdb'
