okay so I pulled the source package - since i want to link it with my own
libstdc++.a for debugging purposese...

which meant i had a chance to give it a quick look...

it looks like it needs a little work...  - CYGWIN-PATCHES directory
elements - all reference a xerces-c-blah.sh script for creating the packages
etc ... this script has not been included!
