In case you havent found out already, its part of glib (glib-1.2.10 will
compile fine if you Remove line 705 of gstrfuncs.c )

    can you tell me where I can get glib-config for cygwin?

    It appears to be a requirement for the configuration of sylpheed
(although I can't find it mentioned as a dependency).
