Hi,

I noticed the same problem exactly, and acording to
cygwin, the directory could not be created because
it already existed.

I then dropped into a DOS-box, and the directory was not
there! I created it in DOS, and everything was then
consistent.

So, that's the fix/workaround, but I can't explain what
the problem is!
