The current version on the www.cygwin.com website is 2.125.2.10. The
version listed in setup.ini is extracted from the setup on the website -
it's not done manually.

Yes. Exit your broswer completely and start it again, you've got the old
version in cache. Or if you have a web proxy in the request path, and
it's got artificially high cache refresh periods, bypass it for this one
request.

Be glad that the list software rejects text/html mail. If you'd gotten
past the list, you wouldn't have this reply from me, as I have this
nasty habit of autofiling text/html to the deleted items bin where it
can't do any harm.
