Did you download all the packages, or only certain ones? Have you tried deleting whatever fragment of a cygwin installation that you have, and deleting c:\windows\desktop\contrib and latest and setup.ini, setup.log cygwin.bat etc; and downloading again? I have reset the reply to cygwin@cygwin.com, please send future mails there.
