If I run cygrunsrv with the --path, --args, or --env options, the
information supplied with these arguments do not appear in the service.

i.e. if I run 'cygrunsrv --install foo --path "c:\cygwin\usr\sbin\foo"'
the service foo is created, but its path is c:\cygwin\bin\cygrunsrv and
no arguments are passed to the program.
