I am going to bet that you are running WinXP.  This is common for
winXP.  To fix it, get a copy of the latest CVS snapshot of cygwin1.dll, 
and things should be ok.  Actually, I wonder if 1.3.3 will fix it.  I
will have to check it out @ home sometime soonly.
