They are, at 
http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/perl-5.6.0/modules.html 
but they only work with the perl-5.6.0 at cygutils -- they don't work 
with the official cygwin-perl that setup.exe installs.  Also, they are 
not supported at all.

However, I do have my build notes for all of the packages posted at that 
URL; those may help you rebuild XML:: yourself...
