If you follow the insight mailing list you might see that there has been
some discussion about updating tcl on sources.redhat.com.

As soon as that happens, I'll be able to update the version released with
cygwin.  It won't happen before then.

I don't have a timeframe for this, so don't ask.  It's not my project.
