Run setup.exe again and perhaps even try a different mirror.  Sometimes you
don't get what you think with setup.exe.  Running it again and/or choosing a 
different mirror usually resolves this.  See the FAQ regarding setup 
problems if you think this is your issue and the approach I prescribed 
doesn't help.
