Subject: German keymap entirely messed up in 1.3.1

Hi,

my German keyboard doesn't seem to work anymore in 1.3.1 (keys missing or
completely displaced)
In 1.1.8, there were no problems.
(Side-note: for everyone having problems with backticks, German keyboard and
Win9x: my newly-installed Win98SE works, whilst Win95 doesn't! AFAIK, this
is _no_ Cygwin problem, afaik. But it can be that someone had fixed this in
Cygwin anyway in the meantime. If so, thanks for that.)

But in 1.3.1, backticks work but (almost) nothing else!

- my '<' / '>' keys have disappeared (replaced by '\' and '|' character)
- AltGr works (eg '@') but both AltGr-ü ( = '[') and AltGr-* ( = ']') don't
work
- the '§' sign doesn't work, instead I get a CR without line feed (= delete
line)
- the apostroph (shifted - #) doesn't work anymore, instead I get a '^'
character

This is my report.

Regards,
Andreas
