I will be doing so shortly. I'm currently a little snowed under though.

FYI, I'm also the cygwin squid maintainer, and I can vouch that it
builds OOTB if you want to roll your own.

BTW:
http://www.squid-cache.org/Versions/v2/2.4/squid-2.4-200104032300-src.ta
r.gz is 2.4 stable + patches. There's no need for separate downloads.
Only bugfixes are committed to the squid 2.4 CVS branch.
