No, *all* cygwin1.dll's must include source, unless they've purchased a proprietary-use license (but then they wouldn't be distributing the dll on the web, eh?). The cygwin exception allows them to distribute *their* binaries without the sources for the libcygwin.a portions, if their binaries are distributed under an "open source" license.
