Some current files are marked as unretrievable on sources.redhat.com.:

However, setup.ini does not have this problem.  It can be retrieved.  This
results in the mirror sites having a copy of setup.ini that references files
the mirror sites cannot obtain.

Who maintains ftp://sources.redhat.com/pub/cygwin ?  Can this be corrected?
