I don't think that CGI/PHP/JAVA is needed here. Many other projects
have a very simple `Download developer snapshots' page which only
consists of the "Choose a mirror near you" hint followed by the list
of ftp links to the various mirror sites, headed by the country of
the mirror. I think that would be suitable for Cygwin as well.
