Why don't you use cygwin telnet and inetd instead of Exceed's inetd. Cygwin
telnetd has a much better terminal emulation.

Also, see if you have memory leakage problems from other applications or
some conflicts with Antivirus software. Sometimes if you leaked a lot of
memory or some big programs crashed, your USER32.dll will have trouble
initializing.

Both "advapi32.dll and user32.dll are in c:\WINNT\system32 and that is in my
path.  Any other ideas?

Sounds like your telnet session doesn't have these DLLs in the path...
