No It is not realted.

Did you insatll libXm?

checking for xmUseVersion in -lXm... no
checking for XmInstallImage in -lXm... no
checking for Xm21InstallImage in -lXm... no

LibXaw is there and I know DDD configure script has problems finding it 
under Cygwin, you need to fix the configure script.
