Have you tried calling some tool in /winnt/system32 other than notepad (i.e.
write.exe) and seen if that works?  Also, is c:\winnt\system32 in your
system PATH?  Not that this should matter if your cwd is the place where the
app lives, but...

Also, what version of bash are you using?
