I have installed cygwin on an NT 4.0 workstation.  I created a .netrc file
to contain account information for other UNIX systems I need to transfer
files between.  Ftp reports that other users have read access to the file
and will not use the values.  I tried chmod 600 with no luck.  The file
still has 644 permissions.  I used NT to remove everyone from the file.
Still no luck.

Is it possible to change the permissions of the file?

Any other ideas?
