Subject: setup: more fixes


OK, those of you having problems installing the new ash because setup
thinks you already have it installed, I fixed that bug.  I also fixed
a bug that made "download to current directory" skip any .tar.gz files
that were already installed (even if they weren't in the current
directory).

The fixed setup.exe is on http://sources.redhat.com/cygwin/
