I fear there is some bug in the language support, at least in my copy of
2K.  I can "Switch to English (United States) - Russian" and have
Russian keyboard layout in Microsoft applications, but the taskbar icon
continues to display as EN.  Cygwin is not affected.  I don't have extra
cost language support add-ons.
