while DJ is working on a new version of setup I stumbled over a 'misbehaviour' caused by broken mirror sites. Currently all of the lately updated packages (dbg, tcktk, make) are missing on my favourite mirror ftp.sunsite.org.uk - there's just an directory with a single md5.sum file. This can cause major problems for your Cygwin environment at a first installation, since you never know wether for some reason a significant package was missing - setup currently no feature to detect this and reports no error. I recognized similar behaviour when downloading form the sourceware server hitting the connection limit during the download.

Such a weird Cygwin installation may cause major problems particularly with regard to newbies using setup without beeing aware of such a problem. This may cause also unnecessary and ineffective traffic in the list.

Suggestion: Setup should reference a plain text file in 'latest' that contains all packages belonging to a Cygwin installation. If any of the packages could not be found during the download, the installation should not proceed (at least not without a warning).

... yes I know, submissions welcome, but this implies also a change in the general deployment procedure of Cygwin that should be agreed to ...
