Just one bizarre thing I've seen in your cygcheck output:

	PWD=//e/zip

Could it be that for some reason, cygwin1.dll when initializing try to
access this path as current directory, then timeout on accessing machine
'E', interpreting //e/zip as share zip on machine E?...
