In the next version we'll be using the w32api include library which was
originally developed by Anders Norlander and has been maintained by Mumit
Khan.  I don't see an io.h there, however, so that means that the one
in the cygwin directory will still be used.

I'm sure that Mumit would appreciate having a fully functional io.h in
w32api, so if you were to provide him with one it would probably speed
the process along.
