For mingw32, I provide snapshots of the runtime in:
  
  ftp://ftp.xraylith.wisc.edu/pub/khan/gnu-win32/mingw32/runtime/

that bundles in w32api. Then every so often, I'd probably announce
an update for a compiler version and it'll be in the compiler
directory.

For Cygwin, I tend not to distribute w32api, since my version has 
diverged significantly (it's based on Anders' snapshot, with lots 
of local changes). It also runs into pragma pack bugs in v1.0 
compiler, so I tend not to advertise it too much. I do put a version 
every so often in:
  
  ftp://ftp.xraylith.wisc.edu/pub/khan/gnu-win32/cygwin/gcc-2.95.2/

Of course, you know the "Use at your own risk ..." bit.
