You need to have a /usr/bin/perl.exe.  And I'm just assuming you're using
the cygwin compiled Perl and not ActiveState perl.  The cygwin compiled
version would understand your symbolic link and the other wouldn't.  Under
your mount setup the 'usr' directory must be C:\usr in DOS terms.
