Remember that cygwin was originally created to host our development
tools in a win32 environment for our customers, who did *not* have a
unix environment to go with it.  Many of them need MAKE_MODE to not be
set to unix.

If someone can come up with a reliable way of auto-detecting when it
should be set to unix, go ahead and submit a patch.
