I installed the 1990330 cygwin snapshot binary under W95 OSR25/USB.  Running 
diff reports no differences between 2 files named l537.p2es and l537.p2Os, 
although they actuall differ.  Reverting to the 19990308 snapshot shows the 
same. 

 Both snapshots produce many of the following messages when running make 
procedures:
[Unknown job 1073741825] Hangup
Unknown job 1073741825 finished
