I guess there is a problem with your rpcgen.exe that's why rstat and
rstat_svc is not working.

If used your rpcgen.exe, it did not create the header and C code files
properly.

When I used Nebula's rpcgen.exe (a commercial version of onc rpc for NT) it
created all the header and C code files properly.  After creating the C code
files in rpcsvc directory, using Nebula rpcgen.exe,  I was able to compile
*rstat* using Cygwin-b20.1.  This points to some problems with your
rpcgen.exe.
