I have no idea how to create screen savers, so I can't be of much help
here. You're right that mingw/cygwin doesn't have scrnsave.h file, and
until someone contributes the file (without copying from MS distributed
one!), it won't be there.

Can you email me your code so I can see if I can do anything about it?
