I've just copied the Tardis installation into a tarball which is
avalible in IIRC

   ftp://ftp.tardis.ed.ac.uk/users/broonie/pgcc-1.1.3-solaris86.tar.bz2

When unpacked into /usr/local it should provide pgcc in
/usr/local/gcc/pgcc.  I have no idea if this will actually work on 
other machines.

I would prefer it if any downloads were done between 0000 and 0600 GMT.
