Solaris supplies this (at least, the commercial Solaris 2.6 does). If
you can't work out what's up with pgcc, you could take a look at
http://www.sunfreeware.com/, which supplies prebuilt binaries in some
format including some GCC version. I've never used them, but they're
probably worth a try.

It's probably much easier than Solaris unless you have a particular
desire to learn about Solaris. Any of the Linux distributions should
provide a complete set of GNU development utilities out of the box.
