The header files in Solaris 2.4 (x86 and Sparc) are different than the header files in Solaris 2.5.1 (again x86 and Sparc). As a result, the Solaris 2.5.1 pgcc binaries won't work in 2.4. Most of the time, Solaris is upward compatible but not downward compatible. So, I think you need to compile pgcc from source if you want to use it.
