I'm pretty sure arachnid can run on a 386 with out much difficulty. There are versions of netscape that can as well. I'd wager early versions of explorer like 3.x or something could as well. They all work using the tab key and arrows, so no problem there. If you hunt long enough, you can also find versions of lynx that run on windows and have the graphical capabilities, but not hte java script which is the junk that makes the animated gifs and such.
