Encouraged by Matthias, I ended up going from frying pan to fire 
on this, before returning to where I was a few years ago with 
DISKOPT working as it should.

After formatting the hard disk, DISKOPT Sort only worked.  
Running DISKOPT a second time it reported cross linked files, 
which CHKDSK fixed after which DISKOPT continued to report cross 
linked files with CHKDSK reporting no problems.  The files were 
serious corrupted.

After formatting the hard disk a second time, a DISKOPT with both
reorder and sort worked.

I think it would be difficult to pin down exactly what went wrong 
and when.  It seems problems such as these are anticipated in the 
recommendation to always backup files prior to running DISKOPT.
