CDFS is what Windoze uses to access CDs which are "normal" (ie for ISO9660 and Joliet CDs). If you have a CD written using packets instead of complete blocks, or if you are accessing a DVD, then Windoze will use a UDF driver instead. From a programming standpoint, CDFS provides an API to read files from a CD like it was a read-only hard disk (when in reality reading from a CD is completely different), much like MSCDEX (or its equivalents) in DOS. So the short answer to your question is "No".
