Thanks for looking seriously at this issue, DJ.

IMHO, it is not really necessary to have a re-posting facility for
non-subscriber messages, where there is a post-subscription.

It is common practice to only allow subscribers to post to lists,
so most people would be aware of this and not post to a list
they are not subscribed to. If they do, they will be informed about
the subscription requirement and will likely be in a position to
re-post themselves after subscribing anyway.
