Well, although commercial DOS development seems to be at a standstill,
there are at least two open-source DOS clones under development :

http://www.freedos.org (C & assembler based, well established), and
http://neons.times.lv/neodos/ (Pascal & assembler based, fairly new).

Also, there's plenty of DOS applications being developed all the time ...
