xxCopy is a super edition of xcopy and it copies all files to destination
and it has also a switch /clone that is used for cloning hard disks.

A sector to sector copy program by Damien Guiboure is SAVEPART available at 

http://perso.club-internet.fr/guiboure/savepart.zip

can be used to save hard disk images with compression or clone hard disks
directly. 

There are any number of sector by sector floppy copying tools - try msdos
utils at Simtel.
