  Have a one-liner DCONFIG.SYS that reads CHAIN=CONFIG.SYS.

  In the CONFIG.SYS have your SHELL= line contain the entry 
"/P:AUTOEXEC.BAT".

  Why do QEMM and DVX need the configuration files to be named as
CONFIG.SYS and AUTOEXEC.BAT? Do they repeatedly re-write them?
