The best dos/ip configuration, INMO, is Arachne on DRDOS. It's faster
than win3x with Netscape or IEX and has its own gui desktop for
launching dos applications, and has a good mail client, plugins for all
sorts of stupidity, and it's maintained, which the dos versions of IEX
and Netscape are not. It totally avoids the licensing issue, since Win3x
isn't involved. The downside is it doesn't support Java yet (The next
release is supposed to), and it doesn't have the encryption features
required for on-line banking (yet).
