Personally I donīt have an ATX machine here, but a few friends have.
As far as I know, you can configure the Power button so that it will
actually
switch off the machine (as much as this is possible with ATX), if you
want to disconnect the mains, you must use the power *switch* on the
back of the case. Alternatively it should be possible to press the button
for more than 4 seconds to switch the machine off. Have a look at in the
mainboardīs setup program.
