Yes I'm sure, it (epppd) recognizes the request for a BOOTP answer and
answers. It never actually issue a BOOTP request.

Ah, but someone must tell EPPPD the values. I have looked several times
(since this is one of the things that I never seem to be able to persuade
people I'm correct about) that it actually does this. The program does the
following (and a lot more of course):
1. Gets the data from the outside world (DNS from user, IP from the other
end).
2. Checks if a package it's about to send is a BOOTP question. And if so
answers with the information it has.
Please note that the ip-ip.bat file only answers in the same way, once more
nothing is asked anywhere - it just outputs into the file what the user
gave as input (+ the IP address of course).
If you happen to see clearly (in the code) that something else is going on
please tell me what it is, since I can't see it and I have looked several
times since people constantly seem to think otherwise.
Since this has nothing to do with OpenDOS at all (and quite frankly is a
boring subject IMHO) I'll drop this now (especially since I can bet almost
anything that you will NOT be able to find anything that says otherwise in
the EPPPD source).
